CIUDAD DE MÉXICO, 8 de diciembre.- Un acuerdo político avalado por LOS partidos Revolucionario Institucional (PRI) y Acción Nacional (PAN) daría paso esta SEMANA a la creación de un octavo grupo parlamentario en la Cámara de Diputados, correspondiente al PARTIDO Movimiento de Regeneración Nacional (Morena).

La solicitud FORMAL para establecer la nueva fracción legislativa se presentará este lunes en San Lázaro por un grupo de 15 representantes afines a Andrés Manuel López Obrador, líder de Morena.

De acuerdo con el DOCUMENTO que se turnará a la Junta de Coordinación Política (Jucopo), LOS 15 diputados que conformarían el grupo de Morena son Ricardo Monreal Ávila, Aída Valencia Ramírez, Rodrigo Chávez Contreras, Lorena Méndez Denis, Juan Luis Martínez Martínez, Gerardo Villanueva Albarrán, Luisa María Alcalde Luján, María Fernanda Romero Lozano y Alfonso Durazo Montaño, pertenecientes en este momento a la fracción de Movimiento Ciudadano.

Del grupo parlamentario del Partido del Trabajo se desprenderían para ser parte de la bancada obradorista los legisladores Loretta Ortiz Ahlf, José Arturo López Cándido, Jaime Bonilla Valdez y Manuel Rafael Huerta Ladrón de Guevara.

A esta diputación se sumaría Andrés Eloy Martínez Rojas, del PRD, y aunque no figura en el documento original, se confirmó que se integra su compañera Delfina Elizabeth Guzmán Díaz.

El escrito, que habrá de analizarse en la Jucopo, está dirigido al secretario GENERAL de la Cámara de Diputados, Mauricio Farah Gebara.

En dicho texto se indica que “con fundamento en LOS artículos 70 de la Constitución Política de LOS Estados Unidos Mexicanos; 14 numeral 4, incisos a), b) y c), 26 numeral 3, incisos a), b) y c) de la Ley Orgánica del Congreso General de LOS Estados Unidos Mexicanos, así como lo establecido en el artículo 18 numeral 6, inciso e) de los estatutos de Movimiento Regeneración Nacional, fue celebrada el día 4 de diciembre del presente año la Asamblea Constitutiva del Grupo Parlamentario del Movimiento Regeneración Nacional e integrará la LXII legislatura de la Cámara de Diputados del H. Congreso de la Unión”.

Se precisa en el oficio que la denominación del grupo parlamentario será de Morena y que la coordinación del mismo en San Lázaro recaerá en el diputado Ricardo Monreal Ávila, excoordinador de la campaña presidencial de López Obrador y exgobernador de Zacatecas por el PARTIDO de la Revolución Democrática (PRD).

Cabe destacar que para el próximo año Monreal Ávila solicitaría licencia para postularse como candidato de Morena a la delegación Cuauhtémoc. Ante esta eventualidad, se apuntala desde ya que sería sustituido en la jefatura de la bancada de Morena por el diputado Alfonso Durazo Montaño; también se espera la salida de Rodrigo Chávez Contreras y Gerardo Villanueva Albarrán, quienes BUSCARÍAN un espacio en la Asamblea Legislativa del DF.

En los tres casos, los suplentes de los futuros candidatos también se adherirían a la bancada afín a López Obrador.

La documentación que esta semana será analizada por los coordinadores de las siete bancadas parlamentarias que integran la Jucopo incluye el acta en la que consta la decisión de los diputados del PRD, Movimiento Ciudadano y PT, de constituirse en grupo parlamento, con la especificación del nombre que tendrá la fracción y la lista de los 15 integrantes.

Los legisladores entregarán también las normas acordadas para su futuro funcionamiento interno, en apego a los estatutos de Morena.

La entrega de LOS DOCUMENTOS fue antecedida por un cabildeo político entre Monreal Ávila y los líderes parlamentarios de las bancadas del PRI, Manlio Fabio Beltrones, y del PAN, José Isabel Trejo Reyes. Los tres fueron compañeros en el Senado en el sexenio anterior.

Sin embargo, la integración de la bancada de Morena no cuenta todavía con el visto bueno del jefe de la diputación del PRD, Miguel Alonso Raya, quien deberá definirse en los próximos días sobre el particular.

De prosperar la creación de un octavo grupo parlamentario, Morena se CONVERTIRÍA en el quinto grupo de mayor peso en la Cámara de Diputados, después del mayoritario PRI, el del PAN, el del PRD, y el del Verde Ecologista.

En términos numéricos la fracción más afectada por el establecimiento de la diputación de Morena sería la del Movimiento Ciudadano, PARTIDO que dirige Dante Delgado y que con este cambio se REDUCIRÍA a una representación de sólo nueve diputados.

También la bancada del PT REDUCIRÍA su peso al perder cuatro integrantes.

Y en el caso del PRD, que se conforma de 101 parlamentarios, el surgimiento de la bancada de Morena lo reduciría a 99 integrantes.

Esta recomposición en las fuerzas legislativas de San Lázaro daría paso a una desbandada en MC, toda vez que los diputados que abandonarían el grupo parlamentario de ese partido, para ser parte de Morena, son activos y reconocidos parlamentarios que a partir del ajuste se asumirían abiertamente como representantes del partido de López Obrador.
