Puebla, Pue.- Para dar mayor confiabilidad al Poder Judicial de la Federación (PJF), el
candidato a Ministro de la Corte, Jaime Allier Campuzano, planteó ante estudiantes de la
Universidad Anáhuac de esta ciudad, la solución juridica para erradicar el nepotismo, tal y
como lo ha planteado en años anteriores, incluso en publicaciones del propio PJF.
En el foro convocado por integrantes de la institución educativa, el también Magistrado del
Décimo Tercer Circuito con sede en Oaxaca, Allier Capuzano detalló la necesidad de
impulsar un cambio legislativo que evite dicha práctica. En ese ensayo presentó “una
propuesta legislativa encaminada a combatir eficazmente el nepotismo existente en el Poder
Judicial Federal mexicano, permitiendo el ingreso a la carrera judicial solo de tres parientes
de un titular, ya sea por consanguinidad, afinidad o concubinato hasta el cuarto grado en un
órgano jurisdiccional que no sea el suyo…”
En el conversatorio, Allier Campuzano subrayó que otra práctica perniciosa en el PJF han
sido los llamados “nombramientos cruzados”, en donde titulares de algún órgano dieron
nombramientos a familiares de otro titular, creando de esta forma redes familiares
encubiertas al interior del PJF.
Cabe destacar que el ensayo referido fue publicado en la Revista de la Escuela Federal de
Formación Judicial dependiente de la SCJN, en su edición 53 del año 2023 y en donde
propuso una solución jurídica sin que fuera discriminatoria de los derechos laborales con
énfasis en permitir un acceso justo para los profesionales que demuestren su capacidad para
desempeñar un cargo en el Poder Judicial.
Durante su participación, en la que detalló que no tiene familiares en ningún órgano
jurisdiccional, refirió que en esa oportunidad propuso el combate frontal contra el nepotismo
sin embargo, no hubo una respuesta decidida en ese momento en que “Dicha propuesta
personal no contradice a la reforma a la Ley Orgánica de la Federación 2021, por la que se
establece un esquema sancionatorio del nepotismo prevaleciente en dicho Poder, más bien
la complementa”.
Finalmente, tras el diálogo abierto, el candidato a Ministro en la posición 35, agradeció la
apertura para que tanto docentes como el alumnado conocieran parte de sus propuestas y
experiencia producto de sus 35 años de servicio en el Poder Judicial de la Federación e
invitó a participar en los comicios del próximo domingo 1 de junio.
